Description
Inappropriate granting of user rights can provide system, administrative, and other high-level capabilities. Accounts with the "Modify an object label" user right can change the integrity label of an object. This could potentially be used to execute code at a higher privilege.

Check Text ( C-WN12-UR-000033_chk )
Verify the effective setting in Local Group Policy Editor.
Run "gpedit.msc".

Navigate to Local Computer Policy -> Computer Configuration -> Windows Settings -> Security Settings -> Local Policies -> User Rights Assignment.

If any accounts or groups are granted the "Modify an object label" user right, this is a finding.
Fix Text (F-WN12-UR-000033_fix)
Configure the policy value for Computer Configuration -> Windows Settings -> Security Settings -> Local Policies -> User Rights Assignment -> "Modify an object label" to be defined but containing no entries (blank).
